Abstract
"Quality of Service (QoS) is a set of parameters used to measure, monitor, and control of performance of network under determined situations. Those parameters are not well defined in cellular systems. Thus, this paper describe, a set of parameters that can be used to make the global analyze of cellular systems. The parameters of QoS are used to compare the performance of two schemes of fixed channel assignment: with prioritized handoff (FIFO), e non-prioritized. It Can be observed that giving priority to handoff attempts over new call of voice in initial access attempts would dramatically improve the global average forced termination probability of systems without seriously degrading the global average probability of blocked of new call of voice."
