Abstract
In this study, we developed a clutter mapping module to enhance radio frequency signal prediction, refining the ITU-R P.1812 recommendation of the International Telecommunication Union. Utilizing data from the National Telecommunications Agency (ANATEL) and National Aeronautics and Space Administration's (NASA) Digital Elevation Model (DEM), we evaluated and demonstrated the module's precision and effectiveness. Supported by the Ministry of Communications of Brazil (MCom), this solution is crucial for advanced telecommunications planning and accountability in infrastructure development. The proposed tool provides reliable signal propagation assessments, supporting efficient and responsible telecommunications management.
